Symptoms

Deployed webservices appear in the Repository, but are not available from the wsgateway webpage and hence cannot be used with InfoPath.  When visiting the http://<servername>:<port>/wsgateway webpage and clicking on the List link, the newly deployed webservices are not shown in the list.

The <install path>\engine\logs\bpi-engine.log reports the following error:
