-- Problem Statement:
Error Viewing Bill Details of Child Account

-- Steps To Reproduce:
1) Open a Child (paying or nonpaying) account and go to Hierarchy panel
2) Double click the parent account in the hierarchy to open the parent account
3) On the parent account, go to the hierarchy panel and locate the original Child account and double click it.
4) Then go to the balance tab and choose any bill, click the bill link,Below error message can be seen :  Customer Center has encountered errors while updating the Bill Details page

Also notice that 'design-time' is displayed in the background on the Bill Details panel.
