Unable to Set/Alter Isolation Level in Microsoft SQL Server - Stuck "Executing" in Server Management Studio

When upgrading database to P6v7, one required step is to change the isolation level of the database to "read committed snapshot" by issuing the command (see P6v7 Administration Guide P.293):
alter database <database name> set read_committed_snapshot on
After submitting the alter command, SQL Server Management Studio reports that it is "executing" but the command does not complete.
