Error: DB Link Does Not Exist When Registering Databases For ConfigLab With EnvSetup.exe (Doc ID 972705.1)

I am trying to run EnvSetup.exe to register my databases for ConfigLab. I am receiving the following error when the script attempts to validate the database links. Please advise.

DB Link <db link> does not exist in <environment> OR points to a user other than CISUSER
