Euro-Sign Not Properly Encoded In Parlayx SMS Notifications (Doc ID 973016.1)

Symptoms

When sending a mobile originated SMS via the WLNG UCP plugin up to an
  application, the Euro-sign is not properly encoded.
From a terminal, this arrives in WLNG over UCP as 7-bit extended ASCII
  "21323331b65...". When this is converted to UTF-8 for the
  Parlay/X-notification up to the clients, it is encoded as "313233c280".
