USAGE ITEM NOT PICKED UP DURING BILLING

During the bill generation (on 26 Oct), for some accounts, the items pertaining to usage has not been picked. In the table ITEM_T, for these affected accounts, for piod type '/item/usage', no data has been updated against the column PIN_FLD_BILL_OBJ. The status of these items are still pending (1) and new item is created for the next actg cycle.
Enabled config_billing_delay in cm/pin.conf and set to 0 in middle of billing cycle on Sept 22rd.
