When Input Mapping Fails In Tapin File Processing, No Rap File Is Generated. (Doc ID 974253.1)

When a TAPIN input mapping fails there is no RAP file generated. Also there is no output file generated by the pipeline in such scenario. Accounting to TAP standards, Zero Length Elements and Elements filled with spaces should generate a severe error code of 10 on element or error code 31 on group.

### Steps to Reproduce ###
1. Setup a TAPIN processing pipeline.
2. Edit a sample TAP file and set blank in creationTimeStamp element.
3. Process the TAP file and in stream log it would show a input mapping error.
4. There will be no output file generated.
