AAA Is Not Sending Auth-Application-ID:4 Value In CER to SCP (Doc ID 974895.1)

Symptoms

SCP(Service Control Point) sending two values for AUTH_APPLICATION_ID AVP(Attribute/Value Pairs) in CER(Capability Exchange Request ) request and  expecting both the values in the AAA response but this functionality is not  working with AAA diameter.

In CER request AAA is receiving 0 (Diameter base protocol application) and 4 (Credit Control application) values for AUTH_APPLICATION_ID AVP from SCP and  answering only with 0 (Diameter base protocol application) for AUTH_APPLICATION_ID in CEA(Capability Exchange Answer).
