Pipeline Becomes Unusable When A "Double Sequence" Error Is Thrown By The Sequencer (Doc ID 976065.1)

Pipeline becomes unusable when Double Sequence Number error is thrown by Sequencer.

Steps To Reproduce:
Sequence Checking is enabled for TAPIN processing, but when you process the same file that was already processed, Sequencer given Double Sequencer error, which is a valid scenario, but the Pipeline becomes unusable, with the following errors shown in the pipeline log:

02.10.2009 17:05:43  ifw IFW MAJOR [T:158] 00000 - (ifw.Pipelines.IncollectValidationPipeline.Functions.Validation.FunctionPool.DuplicateCheck.Module) ERR_DELETION_FAILED | Deletion in the table IFW_DUPLICATECHECK_OR failed for transid :%d . Error: 15
02.10.2009 17:05:43  ifw IFW CRITICAL [T:158] 00448 - (ifw.Pipelines.IncollectValidationPipeline.TransactionManager) ERR_ROLLBACK_TRANSACTION | Module 'ifw.Pipelines.IncollectValidationPipeline.Functions.Validation.FunctionPool.DuplicateCheck.Module' failed to rollback transaction '15'.
02.10.2009 17:05:45  ifw IFW MAJOR [T:158] 00332 - (ifw.Pipelines.IncollectValidationPipeline) ERR_NOT_USABLE | The object 'ifw.Pipelines.IncollectValidationPipeline.TransactionManager' is not usable.
