MTA Apps Giving Error If Children Count Is More Than 50 With Log Level 1 (Doc ID 976093.1)

Symptoms

Problem Statement

While running pin_bill_accts , if you try to increase the number of children(- pin_mta children 60) count more than 50, it might throw an error and the application would come out. 

As per below dm_oracle configuration, the MTA application (pin_bill_accts in this case) should able to establish 120 connections at least :
- dm dm_n_be 128
- dm dm_trans_be_max 126
- dm dm_max_per_fe 32
- dm dm_n_fe 16

However it was observed that, connections errors were thrown while running pin_bill_accts and application is coming out. Below command was used :
nohup pin_bill_accts -pay_type 10001 >>bill01.out &

It was also observed that,  if we change log level in $PIN_HOME/pin_billd/pin.conf as follows, then there are no connection issues :
- pin_mta loglevel 3

This is in turn making bill run slower than usual.
