Symptoms
When using the bill reprinting functionality from the billing history zone (CI_BILLHIST) a new bill routing would be added only if the bill had never been printed (an existing bill routing is not grayed out).
If the bill has been printed (the bill routing is grayed out), no new bill routing would be added but the system would try to update the existing one, hence the error "Only Customer PO ID may be modified".
The above behavior is not consistent with the regular Bill page, Bill Routing tab behavior.
