RJVM Exception Invoking registerSpAccountReq After AdminServer Is Restarted (Doc ID 976609.1)

Symptoms

An RJVM Exception is raised after the Oracle Communications Services Gatekeeper (OCSG) Admin Server was restarted and then trying to invoke registerSpAccountReq. 

OCSG returns a fault "authentication failed" . In the log the following is seen:
