Error Importing Microsoft Project 2007 XML: SEVERE: Resource (XX): Id Must not be Null or Empty (Doc ID 976779.1)

Symptoms

Import of MS Project 2007 XML file, process completed with errors and no project is created in P6. Log file has following error at the end:

SEVERE: Resource (XX): Id must not be null or empty.
