Upgrade From 6.2SP1 TO 7.3.1 - AR_BILLINFO And PARENT_BILLINFO Not Correct

Symptoms
Symptoms could be one or both of the following:
1) After upgrading from 6.2sp1 to 7.3.1, the billinfo_t and bill_t in particular seem to have incorrect AR and PARENT objects for CSR accounts.
2) After the same upgrade, open an existing parent account in Customer Center, go to Balance Tab and try to un-check "Include Child Amounts" box but the box remains checked.
