Wrong Sequence RAP Files Are Generated For Missing Sequence And Severe Error TAP

Why does Wrong sequence (RAP) files are generated for missing sequence and severe error TAP.
Below are the steps to reproduce the issue:-
Step 1: Process a tap file which is created by an operator.
Step 2: This file will bring down the TAPInProcessing pipeline and will create a RAP file with sequence '00001'
Step 3: Restart the pipeline and try to process another TAP file.
Step 4: Same issue i.e. TAPInProcessing pipeline will go down and will create a RAP file with sequence '00001'
Step 5: it is happening only when the TAP file with size 123 byte is getting processed (which have only header and trailer).
