Symptoms

Problem Statement

Purchasing a deal, including a Cycle Forward product, after having introduced the config_billing_delay 10 in CM pin.conf, it created cycle forward item not associated with any bill object (bill_obj=0).

Then, billing the account that item never got billed.

Reproduction Steps

1) pin_virtual_time is:
