Symptoms

Consider this scenario:
Open an account, click service tab, purchase a new plan, and then try purchasing a new plan by clicking Finish directly.

Actual Result : Error message is seen as "Cannot complete the purchase.  See your BRM System Administrator."
Expected Result : Purchase should be completed
