Equipment Card Utilization Report Not Returning Correct Data in Monitor

Symptoms
Created a conditional report called "matrix" in Monitor to display the Equipment Card Utilization Report when card_name='384'. This report does not return the correct data.
The issue is that this report only shows cards that have ports. If a card has no port then it is not displayed at all. The customer expects to see cards even if they have no ports.
### Steps to Reproduce ###
1) Open Monitor with user XXXX/XXXX5
2) Click on "My Reports"
3) Click On Conditional Report for "Equipment Card Utilization Report"
