SPLIT/ADD TO PO action in Requisition module does not bring up the Wizard (Doc ID 988074.1)

If a User who is not a Buyer selects the Split/Add to PO action in the
Requisition module, The Wizard is not displayed. An hour glass comes up for
a bit and then the the screen is usable again.
