Problem with REL Password Decryption

There were errors while using encrypted password in infranet.rel.password of pin_rel.

Steps To Reproduce

1. Install the BRM 7.3.1 and match the latest patch level to patch 8837434.

2. Generate the encrypted password:

> pin_crypt_app -enc password
Generation of Encrypted data(OR password) is successful
Encrypted data is   
> pin_crypt_app -enc pin02
Generation of Encrypted data(OR password) is successful
Encrypted data is --->&aes|05|0D5E11BFDD97D2769D9B0DBFBD1BBF7EE5C21A6E7606754D2D16E94D896E486F80<---

3. Modify the the password entries of the following files under $PIN_HOME/apps/pin_rel to have the encrypted password.

infranet.connection = pcp://root.|08|0D5E11BFDD97D2769D9B0DBFBD1BBF7E5D40C305EDF3D77DF111AAB8F781E92122@testmachine:12002/service/pcm_client
infranet.rel.password = &aes|05|0D5E11BFDD97D2769D9B0DBFBD1BBF7EE5C21A6E7606754D2D16E94D896E486F80

4. Create a Standard GSM account, send a CDR with wrong date to make it to be rejected.

5. Modify the rejected .out file to correct the date.

6. Load it with pin_rel and getting the errors:

> pin_rel /pinhome/pin02/opt/ifw/data/reject/suspense_create_70-1.out
