System Error Returned In Response To DELIVER_SM For SMS MO Message

Goal
While sending a SMS MO message, if the endpoint specified in OnlineNotification is not
reachable, OCSG replies to the SMS-C with DELIVER_SM resp "SYSTEM ERROR". The SMS MO
is stored on OfflineNotification and it is available via the POLL operation.
This scenario causes the retransmission of DELIVER_SM from SMSC.
Expected result for SMS MO is:
- Mobile originated (MO) messages: Online notification configured for external application and application is unreachable.
~ If OCSG was able to correctly store message into DB to deliver it at a later time when the application
will be reachable, OCSG must reply to the SMSC with a DELIVER_SM_RESP with a command status of success (es. ESME_ROK 0x00000000 No Error).
~ If OCSG was NOT able to correctly store message into DB to deliver it at a later time when the application will be reachable, OCSG must reply to the SMSC with a DELIVER_SM_RESP with a command status related to TEMPORARY ERROR CODE in order to initiate the PDU retransmission performed by SMSC (ex. ESME_RX_T_APPN 0x00000064 ESME Receiver Temporary App Error Code).
