P6 Professional With Oracle XE Errors: "Unable to connect to database" and "Error: Bad Public Username or Password. Database Server Error: ORA-12514: TNS:Listener Does Not Currently Know of Service Requested" (Doc ID 989573.1)

Symptoms

This issue is observed primarily with laptops (and machines booting from a powered off state) running P6 with an Oracle XE database.  P6 may have been running properly and without cause, the user gets prompted with an "unable to connect to database" message.

When logging into P6, user gets prompted with:

Unable to connect to database.  Would you like to configure your database connection now?

If the user attempts to configure the connection, this error is returned:

Bad public username or password.  Database Server Error:  ORA-12514:  TNS:listener does not currently know of service requested in connect description.
ORA-12505: TNS:listener does not currently know of the sid given in connect descriptor

As a result, the user cannot login to P6 Professional.
