Letter Not Going Out From Activity in GA (Doc ID 989692.1)

Goal

After creating an activity that generates a letter the letter stays in a status of "Ready" and does not get sent. There are no entries in the tcslog.log that pertain to the letter and no errors. Why does the letter not go out?
