Troubleshooting - User is Unable to Create or Extend an Offer

Information in this document applies to any platform.
The following things may be evident or represent what the user is trying to accomplish:
- Users cannot create or extend an offer.
- Access control error displayed when creating an offer.
- Create offer action not available in More Actions menu.
- Extend offer action not available in More Actions menu.
- Persistent clocking when clicking the Create Offer option.
- Submission status is incorrect after an offer action (rescind, renege...)
- An error has occurred while starting the E-Offer Process.
