 A) Verify that the Performance Team Management permissions "Access", "Access Talent Browser", and "Access Manage Matrix Manager" have been granted to the user.
 B) Verify that the setting Enable Team Management is set to Yes.
 C) Verify that the setting Matrix Management Enabled is set to Yes.
