The following things may be evident or represent what the user is trying to accomplish:

Candidates receive an error when accessing Taleo Scheduling Center (TSC).
Candidates receive an Unable to Process error.
Candidates are getting the error Unfortunately, the service you are trying to access is temporarily unavailable. It may be under maintenance. Please try again later.
Candidates using a link to TSC receive a Page not Found error.
Users cannot be created in Configuration
