Receive error when clicking on the Manage Employment option:

ADFC-0619: Authorization check failed: '/WEB-INF/oracle/apps/hcm/employment/core/publicUi/flow/ExceptionHandlerTFT.xml#ExceptionHandlerTFT 'VIEW'.
For more information please see the server's log for an entry beginning with: Server Exception during PRR, #1.

Error is reproducible by:
- Navigating to HCM Landing page
- Login as HR Specialist
- Select Navigator
- Select Person Management
- Search for Person and select
- Select Manage Employment
- Receive error.
