Esg B18: Cannot Import BILL_TO and SHIP_TO sites In One Batch and Even In Separated Batches

Situation is :

In scope of bulk import :
This problem is that customers are partially loaded into Fusion with missed information.

Way to reproduce is :

Login to Fusion/Navigate to Customers Data Import/Select the Batch name to import/click next/click next/click submit

1. Got the following information from DEV :
"You'll only see records in hz_imp_errors when batch has Completed with Errors status which means there's data issue. If batch has Error status, it means there's some exception in tech stack and they'll not be reported in hz_imp_errors.
You may need to go to CRM EM and under SOA, look at FoundationBulkImportCoordinatorComposite and FoundationBulkImportProcessComposite if there's any fault. "

2. This is the error from the CRM EM server. for batch CV-005 related to the Unique Index error.

4720500 - ACCTSITEUSES_LOAD: ODI-1217: Session ACCTSITEUSES_LOAD (4720500) fails with return code 12801.
ODI-1226: Step ACCTSITEUSE_DENORM_TO_ACCTSITE fails after 1 attempt(s).
ODI-1240: Flow ACCTSITEUSE_DENORM_TO_ACCTSITE fails while performing a Integration operation. This flow loads target table HZ_CUST_ACCT_SITES_ALL.
ODI-1228: Task ACCTSITEUSE_DENORM_TO_ACCTSITE (Integration) fails on the target ORACLE connection ORACLE_FUSION.
Caused By: java.sql.SQLException: ORA-12801: error signaled in parallel query server P010
ORA-01452: cannot CREATE UNIQUE INDEX; duplicate keys found

3. From Development: "...this issue is due to bug 12690257 

, bug was fixed in v1 (B19), not RUP1. There's no patch to B18. Basically, due to this bug, you cannot have both BILL_TO and SHIP_TO site uses in fusion.hz_imp_acctsiteuses_t for the same same account site in a single batch. You could always just have BILL_TO in the same batch as its account site and account. But create a new batch containing only SHIP_TO site use."

4. Requesting back port of this fix to B18.
