Fusion Global HR: When Rehiring, Unable to Match on Ex-Employee

When attempting to rehire a terminated person by entering his details in the Add an Employee user interface, his existing details cannot be found in order to match and create a new Work Relationship.
After entering his details on the first page, the UI allows you to navigate on through the pages as if he is a brand new employee
Steps to Reproduce
1) Login as HR Specialist or similar
2) Navigate > New Person
3) Enter data on the Personal Information train stop that matches a terminated employee
4) Click Next.
System proceeds to next train stop.
Expect a popup window to appear following system validation that would allow user to select the ex-employee's already existing record in order to process rehire.
