Custom Labels Not Appearing In Resolution Request----Override Functionality

1. Customization even if setup at site level is effective onlu in scope of the user who created customization (ie user levl even if setup at site level)
a) Navigate > Customers > Open a customer profile detail page Administration
> Customize Customer Center page Select radio button : Site (Level) View Source Select a zone by clicking zone
> select Input Test DUNS Number Edit icon in bar Edit icon top left corner
> Update label XX DUNS DUMBER Apply Ok
> Close in top right corner See new label in screen
b) Log with another user eg faadmin Still see the old label so reproducing point 1
this change is not reported in another screen of customer center (eg when overriding a duplicate resolution request)
For example if changed the DUNS Number field name to say 'Registeration Number' in Organization profile in customer center,
cannot do the same in :
Select a Duplicate Resolution>Overide >Profile Attributes > Page.
' Duns Number is displayed' and i am unable to change the label to 'Registeration Number .. so that a user can understand at the ,time of Override which relevant field he is performing mapping with.
