PRVG-0700 : CRS stack must be running on the local node for performing rolling upgrade.

In OUI, the error will be:

INS-40418: The installer has detected that Oracle Clusterware is not running on local node. Oracle recommends that you upgrade Oracle Clusterware in rolling manner

Note:  If you've removed all remote Grid Infrastructure nodes, but neglected to unregister the remote database instances, this too will cause [INS-40418].  In such a case, log in as the Oracle software owner and run:  srvctl remove instance -d <DB_NAME> -i <INSTANCE_NAME>
Then re-run the Clusterware upgrade.
