Bug 14354517 Open Enrollment Error When Specifying an Assigned LE Date over 90 days of Sys Date (Doc ID 1484382.1)

Symptoms

On : 11.1.2.0.0 version, Manage Benefits-Maintain Benefits Enrollments

When attempting to do open enrollment from Benefits Self Service
the following error occurs.

ERROR
-----------------------
The date code {DATE_CODE} is invalid The date cannot be calculated. Contact
your system administrator for a configuration and data review. (BEN-990175)
This error occurred in the package procedure ben_determine_date.main.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Created an employee and tested open enrollment into a plan (not in program)

2) Retrieve error when clicking on “Evaluate Open Enrollment” when trying to process open enrollment for the employee with below conditions:
When setting the “Assigned Life Event Date” to a date later than 90 days of system date, receive an error (This was performed in the “Open Enrollment” tab under Enrollment train stop in “Manage Benefit Plan” )
When setting the “Assigned Life Event Date” to a date within 90 days of system date, successfully able to enroll an employee into the plan via open enrollment

Test date: July 19th 2012 and July 20th 2012
Fusion HCM version: RUP1
Test input values:

Assigned Life Event Date = 7/19, 9/1, 9/15, 9/30, 10/1, 10/10, 10/14, 10/17 worked when testing on 7/19 (see slide 5 for error)
Assigned Life Event Date = 10/18 or higher did NOT work when testing on 7/19 (see slide 2, 3, 4 for error)
Assigned Life Event Date = 10/18 WORKED when testing on 7/20
Assigned Life Event Date = 10/19 or higher did not work when testing on 7/20

3) Suspecting that system date +90days have something to do with the issue
