When a Position is created as a single incumbent, multiple people can be assigned to it.

Steps to reproduce

-----------------------

1) Create new Position
         Hiring Status = Proposed
         Type = Single Incumbent
         FTE=1
         Head Count =1
         Overlap Allowed = No
         Seasonal = No

2) Now hire a person to the position.
3) Now hire the second person to the position.  Hire saves with no error.

        Both people hired with the KSD Single Admin that is supposed to be Single Incumbent position.

4)  Review the position screen.
        Shows Current Position FTE = 1
        Current Incumbent FTE = 2
        Difference FTE = -1
        Current Incumbent = Multiple
