Accounting Calendar 4-4-5 Showing Unexpected Start And End Dates After The First Year (Doc ID 1489596.1)

Goal

Question 1: A 4-4-5 accounting calendar was implemented and has not been assigned to a ledger. It appears that when the calendar starts in 1999, it is correct but it sticks to a strict 4-4-5 and does not allow for any extra dates. For 2012, it says the year starts on 12/16/2011.
How can this be corrected?
 
Question 2:Which FSM tasks will need to be updated it we manually create a new calendar?
