Workflow Not Being Triggered When Sales Stage Is Updated (Doc ID 1494448.1)

Symptoms

When testing a custom workflow (Workflow name = Oppty_Sales_Stage_Modified) the workflow is triggered when the condition just checks the value of the SalesStage but when checking if the SalesStage attribute has changed the workflow does not get triggered.

Working condition:

if(SalesStage=='02 - Qualification and Discovery'){
  return true;
}

Non triggering condition:

if(isAttributeChanged('SalesStage') && SalesStage=='02 - Qualification and Discovery'){
  return true;}
