Territories Are Not Getting Assigned To Sales Accounts When Activating A Proposal [EAP Hot] (Doc ID 1496324.1)

Symptoms

On :  11.1.4.0.0 version, Manage Sales Territories-Maintain Sales Territories

ACTUAL BEHAVIOR  
---------------

Created a new territory proposal Apex Base 2.
There proposal has one territory within it with all dimension set to Any so that all Sales Accounts in the system gets assigned to it.
When the proposal was activated the territory was not assigned to any of the sales account.

EXPECTED BEHAVIOR
-----------------------
Customer states that alll pre-existing Sales Acoounts should have been assigned to the newly created Territory
If you go into a Sales Account and manually run assignment the territory gets assigned, which indicates that the territory is defined correcctly and should have been assigned to the Sales Account.
Opening each Sales Account and manually running assignment is not an reasnoble process, we need the territories to be assigned to the Sales Account when the proposal is activated.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Territories and Quotas > manage Territory Proposals > Create a new proposal to create a new Territory
  > Setup All Dimensions at Any
2. Activate the Territory
3. No Sales Accounts are assigned

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have existing Sales Account assigned to newly created and activated Territory
