Issue When Importing Notes Related To Manually Created Customers

On : version, File Import

When attempting to import notes by following note NOTE:1488257.1 - How To Import Note by Using Manage File Import Activities Task
and relate them to customer which are created manually (ie with no rows in hz_orig_sys_refernces)
the following error occurs.

Whatever user is mapping  to SourceObjectUId or OsrSourceObjectId
status is completed but with error

File Record Number,Import Job Id,System TaskId,Error Message

The issue can be reproduced at will with the following steps:
