400 Error When Accessing OAM/OIM pages In Fusion Applications (Doc ID 1499117.1)

Symptoms

When attempting to click on button in OAM console and OIM console , the following error occurs:
A connection to the server has failed. (status=400)


Steps to reproduce:

1. Access oamconsole through load balancer or OHS
2. Navigate to Policy Configuration tab, expand Host Identifiers -> OraFusionApp
3. Click on any column of Operations section the error is seen
