Symptoms
Issue 1:
A data file using encoding (character set) other than UTF-8 is imported. After the import the imported text has 'garbage characters' (e.g., "�" ) showing in the application.
Issue 2:
A data file using UTF-8 encoding is imported. After the import the imported text has 2 unexpected characters for certain single characters. For example, the data file contains é but after the import é are seen in the application.
