Fusion Performance Management - Employee Without Line Manager Role Cannot Access A Transferred Performance Document (Doc ID 1512384.1)

Transfer Performance Document

Problem Description
User has the ability to transfer a Performance Document to a non-Manager employee. Once the document is transferred, the Worker can then not access it to move it because they do not have Manager privileges.

Steps to Reproduce

1) Login as a Manager
2) Navigator > Career > Performance
3) Performance Manager Overview
4) Transfer document to a different employee
     -- The title on the drop down list shows "New Manager"
5) The confirmation says that the document has been transferred to the New Manager.
6) Login as the employee.
They have no access to Performance Manager Overview to be able to continue work on the document.


This situation also occurs when a Performance Document is assigned to a Manager and the Manager then has their Line Manager privileges revoked. 

Business Impact
Performance document cannot be accessed by the person it has been transferred to.
