Some Users do not Receive a LearnCenter "Enrollment Deactivated" Message When an Enrollment is Cancelled (Doc ID 1514345.1)

Symptoms

Some users do not receive the Enrollment Deactivated communication message when the Enrollment in which they are enrolled is cancelled, while other users in the same Enrollment do receive the message.
