PROBLEM STATEMENT
The following issue happens in the Manage Sales Quotas page
When attempting to Publish a sales quota, the following error occurs.
STEPS TO REPRODUCE
1. login to applications
2. goto Navigator > Sales > Territories and Quotas
3. click on Manage Sales Quotas task at left side
4. select any quota, click on Publish button
5. there is the error seen
ERROR
You cannot publish quota for the territory XXXX because the resource YYYY has null quota assigned prior to the resource quota start date. (MOT-480147).
EXPECTED BEHAVIOR
The Publish action should allow user to publish the quota successfully
