Cannot Open First Period Of New Year Due To Error ORA-1403 (Doc ID 1518363.1)

Symptoms

When attempting to open the first period of the new year, the program ends in error. The log file reports the following error.

OOAP0005: Unable to find a retained earnings code combination ID for ledger: NNNNNNNNNNNNNNN. (BAL_SEG=123)
OOAP0005: Unable to find a retained earnings code combination ID for ledger: NNNNNNNNNNNNNNN. (BAL_SEG=456)
OOAP0005: Unable to find a retained earnings code combination ID for ledger: NNNNNNNNNNNNNNN. (BAL_SEG=789)
...

ORA-01403: no data found


STEPS

The issue can be reproduced with the following steps:
1. Go to Manage Accounting Periods
2. Select the ledger and click on Open Next Period
