Fusion Performance Management: Approval Missing Approve/Reject Button, shows Claim instead (Doc ID 1519193.1)

Symptoms

The performance document is not displaying the approve button when testing with employees in new countries.  For any employees in UK/Switzelrand, the approval works perfectly, and has approve/reject buttons on it . For any employees who are not in these countries, the performance approval is missing this button, and instead says 'Claim'. Clicking this button does nothing - it does not approve the document.
