Home Address Change Takes 50+ Seconds To Submit, Address Performance Issue

Symptoms

On : 11.1.1.5.1 version, Manage Workforce Lifecycle-Manage Personal Information

ACTUAL BEHAVIOR
---------------
Performance issue is encountered when changing Home Address information.  Home Address Changes take 50+ seconds to submit. 

If a user amends a home address for an employee the change takes 50+ seconds to be submitted to the database.

This issue may also be seen when working with Location address information. 


EXPECTED BEHAVIOR
-----------------------
Expect migrated and newly added employees to take the same amount of time to save.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as HR Specialist or Employee
2. Navigator > Person Gallery
3. Select Personal and Employment card
4. Edit Home Address region.
5. Change data and submit.

Observe the performance issue when it takes almost a full minute for the process to save.
