Fusion Global HR: Cannot Alter Effective Start Dates On Manage Contacts Pages (Doc ID 1531139.1)

The following request applies to both the Manage Contacts pages at navigator > Person Management and Navigator > Enrollments, Manage Contacts task.

When a new contact is added, the default effective start date is the current date. If people forget to alter the date when saving a new contact, they are not allowed to alter the date. This will cause issues with processes such as benefit enrollment in which dependents/beneficiaries need to exist as of a specific event date such as a life event for the birth of a child. We need the ability to after the eff start date to fix human data entry errors.
