Assignment Of Leads Does Not Seem To Work

Information in this document applies to any platform.
Territory Realignment activity is scheduled to run everyday.
However , when a lead is created and the job is run the territory is not assigned to the lead.
When Territory Realignment activity is scheduled , the scheduled job runs to success but the following message appears in the logs.
" Process 43602 started assignment processing of 0 work objects. (MOW-225172)
0 out of 0 work objects were completed. 0 work objects successfully processed. 0 work objects failed. (MOW-225127) " .
If the user goes to Lead definition and select the reassign activity. and select the option - "Immediate Automatic assignment " the system correctly assigns a territory to the Lead.
