Unable To Get Into Create Customer Page

Customer receives error when trying to create a new customer.
The loss of functionality:
The customer cannot create new customers
Steps to Reproduce
We have tried to access "Create Customer" page from three different navigation(s)
1. Setup and Maintenance - > Define Customers
2. Billing Role -> Create Customers
3. Billing Manager Role -> Manage customers -> click Create customer icon
The following error is displayed on the page.
Error : The program for the task Create Customer exceeds the time out limit. Review the details and report this error to the owning product Receivables.
An error was received for the task Create Customer. It is identified with code AR_CREATE_CUSTOMER that invokes program /WEB-INF/oracle/apps/financials/receivables/customers/ui/flow/CustomerCreateFlow.xml#CustomerCreateFlow of module code Receivables. Check the communication performance and time out parameters of the application.
