Fusion Application Users With IT Security Manager Role Cannot See "Xellerate Users" Organization in OIM Console

When a Fusion Applications Admin User that has IT Security Manager job role tries to log into Oracle Identity Manager (OIM) Administration console he/she can not see the Xellerate Users Organization.
Steps to Reproduce Issue
1. Login to OIM console as a user with IT Security Manager role
2. Click Create User
3. Click the search icon on Organization field
4. Execute a search
OIM default organization Xellerate Users does not show up in the search results
Several Fusion Application specific job roles including IT Security Manager role were deleted from OIM.
