Cross Validation Rule Does Not Work When From Or To Date Is Specified

A Cross Validation Rule (CVR) was created on the Chart of Accounts Instance with Dynamic Combination Creation Allowed
The CVR is enabled but the system is accepting combinations that are prohibited by the rule.

Expect to get the error message from the cross validation rule when creating a new combination that violates the rule.

The issue can be reproduced at will with the following steps:
1. Create a cross validation rule; set the From Date in the rule to a day in the past or sysdate. By default this field is null.
2. Make sure the accounting flexfield is deployed successfully.
3. Go to Manage Account Combinations and/or to Create Journals and try entering an account combination that would violate the rule but the account combination gets created.
